For WE5.0, go to Global > Verbosity > MSAA > Acronyms/Abbreviations,
set output to "Replace" and check "Read To End"

For JAWS8, go to Utilities > Configuration Manager > Set Options > HTML,
check "Text: Expand Abbreviations", and "Links: Use Title",
then dialog "OK", then save (click the disk icon in the config manager)
